On the afternoon of May 20, 2022, Devin Zeigler, a 24-year-old man from Springettsbury Township, Pennsylvania, was killed in a shooting at a car wash. The attack occurred around 1 p.m. at the West York Auto Spa Express on York Crossing Drive in West Manchester Township. Zeigler was at the car wash when a white Kia Forte with tinted windows and a temporary Maryland registration backed into a parking space.
A short time later, three masked individuals dressed in dark clothing exited the Kia.
Surveillance footage captured the moments that followed. One of the assailants approached Zeigler, who was near his vehicle, and patted his waist and hip area from behind. When Zeigler turned, the gunman shot him multiple times. The other two attackers approached another man, Dervin Gwynn, who was cleaning his minivan nearby, and reportedly tried to take his gold necklace. Gwynn ran, and the two men chased him, firing their weapons. Zeigler was rushed to WellSpan York Hospital, where he died from multiple gunshot wounds. Gwynn was shot in the leg but survived his injuries. In total, investigators said 32 rounds were fired during the incident.
West Manchester Township Police determined the shooting was a targeted, gang-related attack. An 18-month investigation, aided by a grand jury that compelled witness testimony, revealed that a $30,000 bounty had been placed on Zeigler’s life. Authorities stated the violence was part of an ongoing conflict between rival city gangs. Zeigler was identified by police as a member of a group known as "East/South," while the alleged attackers were associated with an allied faction called "EBK."
In December 2023, the York County District Attorney’s Office announced charges against two suspects. Kamron Dowsey, then 20, was charged with criminal homicide, criminal conspiracy to commit homicide, criminal attempted homicide, and aggravated assault. He was already incarcerated at York County Prison on an unrelated homicide charge. The second suspect was identified as Shy’Dell Griffith, then 22, who was charged with criminal homicide and criminal conspiracy to commit homicide. A third suspect involved in the shooting has not been publicly identified.
Following the announcement of charges, Griffith surrendered to the York County Sheriff's Department and was taken into custody. However, in April 2024, prosecutors withdrew the charges against him when a key witness failed to appear for a preliminary hearing, though they left open the possibility of refiling them. Dowsey’s case, meanwhile, was moved forward to the county common pleas court. The charges against Griffith were filed anew in March 2024, and he now faces counts of first-degree murder and conspiracy to commit murder. As of March 2024, the case against both men is proceeding through the court system.
