William Steven Whalen, a 38-year-old male police officer of the Dayton Police Department, tragically lost his life on March 22, 1991. Officer Whalen was shot and killed near the intersection of Xenia Avenue and St. Paul Avenue while attempting to stop a vehicle involved in a shooting at a local hotel. As he tried to stop the truck, the driver opened the rear window and fired at him with an AR-15 rifle. Despite returning fire twice, Officer Whalen was struck in the head and killed.
