Lieutenant Ted Cephus Elmore, aged 51, was a dedicated officer with the Catawba County Sheriff's Office in North Carolina. On November 11, 1971, while making a routine traffic stop on Highway 64-70, he was shot by two suspects. These suspects had previously shot and wounded an Atlanta, Georgia, police officer. As Lieutenant Elmore exited his patrol car, he was fatally wounded.
Despite immediate medical attention, he succumbed to his injuries 11 years later on April 27, 1983.
The suspects involved in the shooting were identified and captured with the help of multiple officers, including Tommy Propst and Paul Burgess. However, due to the laws at the time, the assailants could not be charged with murder because Lieutenant Elmore did not die within a year and a day of the incident.
