Arlo Dontel Ramsey, a 44-year-old African American male from Durham, North Carolina, was tragically shot and killed on August 18, 2019. The incident occurred on Interstate 440 West between New Bern Avenue and Brentwood Road in Raleigh, North Carolina. Ramsey was found suffering from a gunshot wound near Hillsborough Street and Glenwood Avenue around 4 a.m.
He was transported to WakeMed, where he was pronounced dead.
The Raleigh Police Department launched an investigation into the shooting and sought the public's help in locating a vehicle possibly linked to the incident. The vehicle in question was described as a white Chevy Aveo or a white Chevy Sonic hatchback. As the investigation progressed, police were able to determine that Ramsey was not shot on Hillsborough Street but along I-440 westbound.
Days after the shooting, three men were arrested in connection with Ramsey's death. Demonte Tyquan Duncan, a 25-year-old African American male, was charged with murder, three counts of attempted murder, possession of a firearm by a convicted felon, and discharging a weapon into an occupied vehicle. Xavier Cortez Alston, a 23-year-old African American male, faced murder charges, while Raekwon Quazai Williams, also a 23-year-old African American male, was charged with accessory after the fact to murder.
The investigation into Ramsey's death involved multiple law enforcement agencies and led to the temporary closure of I-440 West between New Bern Avenue and Capital Boulevard as officers searched for evidence. The case remains a significant example of the collaborative efforts of law enforcement and the community in seeking justice for victims of violent crimes.
