A veteran of the department for 12 years, Officer James was a husband and a father to nine children. The fateful day unfolded as he and a fellow officer, Joe Baio, responded to a residence in the Lower 3rd area of the city to apprehend a suspect wanted for murder.

Officer Baio was assigned to enter the house from the front, while Officer James went around to the back to cover any potential escape. As the suspect attempted to conceal himself and evade capture, a chaotic moment ensued. In one account of the incident, it is stated that the suspect managed to grab a weapon and open fire, fatally wounding Officer James. Another report suggests that in the tense effort to apprehend the hiding suspect, Officer Baio tragically and accidentally discharged his weapon, striking and killing Officer James.
