In the Lower 9th Ward of New Orleans, the discovery of a young man's body shattered the quiet of a February afternoon. Anis Valentine, a 26-year-old male from Houston, was found fatally shot on a lot near the intersection of North Miro and Benton streets. A grass-cutting crew working in the area stumbled upon the scene around 3 p.m. Mr. Valentine had traveled to New Orleans to visit someone, a trip that ended in tragedy.
