In the spring of 2014, the life of a promising young man, Otis Louis Hixon Jr., was tragically cut short on a street in Marrero, Louisiana. An African American male, the 19-year-old was a native of New Orleans and resided in Waggaman. Known as an avid basketball player who also dedicated his time to coaching youth at his church, his sudden death sent ripples of grief through his community.
