On a spring evening in Harvey, Louisiana, the life of 19-year-old Theodore Monroe III, a Black male, was tragically cut short. On May 31, 2016, Monroe was one of two victims in a double shooting that unfolded in the 2400 block of Woodmere Boulevard. The violent encounter left him fatally wounded and another man injured.
