In the early morning hours of July 23, 2017, a celebration turned to tragedy in Shreveport, Louisiana. Joseph Lewis Hubbard, a man known to be friendly, outgoing, and helpful, was celebrating his 56th birthday. A handyman and mechanic by trade, he was a familiar and well-liked figure in his community.
