Torey Payne, an 18-year-old African American male from Harvey, Louisiana, tragically lost his life on July 31, 2017. Torey was a devoted father to Carter and Cortez Osborne and a beloved son to Terrall Paynes and Shirelle Reddick. He was also a cherished grandson, brother, and friend to many.
