In the evening hours of Sunday, May 20, 2018, a burst of violence shattered the quiet of a Baton Rouge neighborhood, leaving one man dead and another wounded. Kelvin Denardo Howard, a 41-year-old U.S. Army veteran, was fatally shot in the 500 block of 17th Street.
