Julius Thomas Sr., a 55-year-old African American man from Baton Rouge, Louisiana, was found dead on December 4, 2018. His body was discovered wrapped in a tarp in the middle of the roadway on South Flannery Road. The East Baton Rouge Sheriff's Office was called to the scene and launched an investigation into his death.
