Chatéri Alyse Payne, a 22-year-old African American female, was tragically killed on January 9, 2019, in Shreveport, Louisiana. Payne, who had recently graduated from the police academy and joined the Shreveport Police Department, was shot multiple times outside her home while preparing to report for duty.
