On a Tuesday evening in November 2021, the life of 23-year-old Jamar Alexander Norris was tragically cut short in Shreveport, Louisiana. The young man, identified as a Black male, was discovered inside a vehicle at the Cooper Road Plaza apartment complex, having sustained at least one gunshot wound to his upper body. Shreveport Police patrol officers were called to the scene in the 3700 block of Cooper Road shortly after 7:00 p.m.
on November 16th, where they found Norris already deceased.
The initial investigation by responding officers quickly transitioned into a homicide case as detectives from the Violent Crimes Unit were summoned to the scene. Their early efforts focused on gathering evidence and speaking with potential witnesses to piece together the events that led to the fatal shooting. The Caddo Parish Coroner’s Office later officially identified the victim as Jamar Alexander Norris.
Within days, the Shreveport Police Department identified a suspect in the killing: 43-year-old Cedric D. Williams. Investigators secured a warrant for Williams's arrest, charging him with second-degree murder. Believing he may have fled the Shreveport area, authorities broadened their search. On November 22, 2021, their efforts paid off when Williams was located and apprehended in Shawnee, Oklahoma, by the United States Marshal’s Task Force. Following his arrest, arrangements were made to extradite him back to Shreveport to face the murder charge.
Further investigation by the Shreveport Police revealed a possible motive behind the deadly encounter. Detectives learned that Norris was the estranged boyfriend of Williams's daughter. It is believed that an altercation occurred between Norris and Williams's daughter, prompting Williams to intervene. This confrontation tragically escalated, resulting in Williams allegedly shooting Norris. As of the latest available information, Cedric D. Williams has been convicted of the murder of Jamar Alexander Norris.
