Heather Tulbert, a 34-year-old woman, was found dead on August 6, 2021, in New Orleans, Louisiana. The New Orleans Police Department responded to a call about a suspicious person near the intersection of Dwyer Road and Wilson Avenue. Upon arrival, officers discovered Heather Tulbert lying on the ground with a gunshot wound. Emergency Medical Services pronounced her dead at the scene.
