In the early hours of August 6, 2021, the New Orleans Police Department responded to a call about a suspicious person at the intersection of Dwyer Road and Wilson Avenue. Upon arrival, officers discovered a woman lying on the ground, suffering from gunshot wounds. Emergency medical services were dispatched to the scene, but the woman was pronounced dead.
The Orleans Parish Coroner's Office later identified the victim as 34-year-old Heather Tulbert.
Homicide detectives with the NOPD immediately began an investigation into Tulbert's death. Through their work, they were able to identify Larry Isaac as the perpetrator. A warrant was subsequently issued for his arrest on the charge of second-degree murder. The investigation led authorities to Jefferson Parish, where Isaac was located and taken into custody. He had initially been arrested on a traffic attachment before being transferred to the Orleans Parish Justice Center to be booked on the murder charge.
