On the evening of April 3, 2022, in Monroe, Louisiana, 39-year-old Joseph Allen Moore, a male, was found shot to death in a home on Desiard Street. Alongside him was another victim, Chelsea Rice, who had also succumbed to gunshot wounds in what authorities would investigate as a double homicide.
