Vincent Bernard Neal, a 65-year-old male from Monroe, Louisiana, tragically lost his life on September 18, 2022. Neal was fatally shot in the early hours of the morning on Thelma Street in Monroe. The Ouachita Parish Sheriff's Office responded to the scene and launched an investigation into the incident.
