Richard Bartlett, a 48-year-old male from Elgin, Illinois, tragically lost his life on April 14, 2001, during a violent incident at JB's Pub in Elgin. The incident occurred when Luther "Luke" Casteel, a 42-year-old male, returned to the bar after being ejected for harassing female patrons. Enraged and heavily armed, Casteel opened fire inside the crowded establishment, resulting in the deaths of Richard Bartlett and 38-year-old bartender Jeffrey Weides, along with injuries to 21 others.
