On March 16, 2023, 40-year-old Elgin resident Oscar Stevie "Sinna Row" McDowell was found with a gunshot wound to his abdomen in the 1100 block of Fairwood Drive. He was transported to Advocate Sherman Hospital, where he succumbed to his injuries approximately four hours later. An autopsy conducted on March 17 confirmed the cause of death as a gunshot wound to the abdomen. Toxicology samples were collected during the autopsy and sent to a forensic lab for analysis.
