Oscar Stevie “Sinna Row” McDowell, a 40-year-old male, passed away on March 16, 2023, in Elgin, Illinois. His death was reported to the Kane County Coroner’s Office by Advocate Sherman Hospital’s ICU at approximately 8 p.m. on that day. McDowell was a resident of the 1100 Block of Fairwood Drive in Elgin. He was born on September 10, 1982, and was laid to rest at Bluff City Cemetery in Elgin, Cook County, Illinois.
