Devonte Turner, a 20-year-old African American male, tragically lost his life on April 30, 2015, in Elgin, Illinois. Turner was sitting in the passenger seat of his friend's car in a parking lot located in the 1200 block of Fleetwood Drive when he was shot. The assailant, William Ingram, a 32-year-old man, fired seven shots through the back window of the car, striking Turner twice.
