Richard J. Howard III, a 29-year-old African American male, was tragically killed on April 23, 2019, in Madison, Illinois. On that evening, at approximately 8:52 PM, the Madison Police Department received a 911 call reporting a gunshot victim in the 1600 block of 3rd Street. Upon arrival, officers found Richard Howard lying face down in the front yard with multiple gunshot wounds. He was pronounced dead at the scene.
