Richard J. Howard III, a 29-year-old African American male, was tragically killed on April 23, 2019, in Madison, Illinois. On that evening, at approximately 8:52 PM, the Madison Police Department received a 911 call reporting a gunshot victim in the 1600 block of 3rd Street.
