Tobias McNeal, a 41-year-old African American man, was found shot to death on May 22, 2020, in the Englewood neighborhood of Chicago, Illinois. He was discovered lying on the sidewalk in the 5600 block of South Paulina Street with multiple gunshot wounds throughout his body.
