Deputy Sheriff Ricky Leon Kinchen, a 35-year-old African American male, tragically lost his life on March 17, 2000, in West End, Georgia. The incident occurred while he and another deputy were attempting to serve a warrant in the 1100 block of Oak Street. The deputies approached a vehicle and instructed an individual standing nearby to show his hands.
