Lewis Palmer Jones Outlaw, a 20-year-old African American male, tragically lost his life on August 21, 2017, in Monroe, Georgia. The young man was fatally shot in what authorities have described as a gang-related incident. The Monroe Police Department, which has been actively working to curb gang-related violence in the area, immediately launched an investigation into his death.
