In the late hours of a Monday in August 2017, the sound of gunfire shattered the night on Wheel House Lane in Monroe, Georgia. Responding to a call, authorities discovered 20-year-old Lewis Palmer Jones Outlaw Jr. unconscious. Despite life-saving efforts, the young man succumbed to his injuries on August 21, 2017.
