In the city of Savannah, on a Wednesday afternoon, the life of 18-year-old Arraffi Williams was tragically cut short. On September 13, 2017, police responded to a call of a shooting near the intersection of East 31st Street and Bee Road around noon. Upon their arrival, they discovered Williams suffering from life-threatening injuries. Despite the efforts of first responders, he succumbed to his injuries at the scene.
The investigation into the young man's death quickly pointed to a violent exchange of gunfire between two groups. It was determined that Williams was with another individual, 17-year-old Tanaiveon Johnson, at the time of the shootout. During the exchange, at least one person from each group discharged a firearm, and in the chaos, Williams was struck. Investigators concluded that Johnson's actions during the incident directly led to Williams's death.
Less than a day after the fatal shooting, the Savannah-Chatham Metropolitan Police Department identified Johnson as a suspect. A warrant was issued for his arrest on charges of felony murder and three counts of aggravated assault. A week later, on September 21, 2017, a collaborative effort between the Savannah-Chatham Metropolitan Police Department's SWAT team and the United States Marshals Service led to Johnson's apprehension. He was located at the Edgewater Trace Apartments on Abercorn Street and taken into custody without incident. Further investigation led to the arrest of 24-year-old Euasia Rhoe, who was accused of harboring Johnson while he was a fugitive. Authorities also sought another individual, 25-year-old Isiah Smalls, for allegedly assisting in hiding Johnson from law enforcement.
