In the fading light of a Tuesday evening in Forestville, Maryland, the life of Anthony Ray Washington was tragically cut short. On November 1, 2011, the 27-year-old African-American man was in the parking lot of a shopping center on Walters Lane when gunfire erupted shortly after 8 p.m. When Prince George's County police officers arrived at the scene, they discovered a chaotic and violent tableau.
