On the evening of Wednesday, February 11, 2015, a sense of unease settled over the 3900 block of West Garrison Avenue in Baltimore. At approximately 7:08 p.m., the grim discovery of a man suffering from gunshot wounds shattered the evening calm. The victim was identified as James Williams, a 54-year-old male.
