Troy Palmer, a 22-year-old Black man from Baltimore, Maryland, was killed in a late-night double shooting in the city’s northwest. Just before 11 p.m. on Friday, April 17, 2015, police were dispatched to the 2800 block of Garrison Avenue after reports of gunfire. When officers arrived, they found two men down with gunshot wounds in the street, the kind of scene that turns a block silent in an instant—flashing lights, neighbors peering from porches, and detectives beginning the slow work of trying to make sense of what happened.
Palmer was pronounced dead at the scene. The second victim—identified a few days later as Jamal Rosebourgh—was rushed to a hospital but did not survive his injuries. The location sat only a few blocks from Pimlico Race Course, but there was nothing ceremonial about the violence that night: no reported argument made public, no known motive released, only the stark fact that both men had been shot and neither would be going home.
In the hours and days that followed, investigators publicly acknowledged how little they could say about who was responsible.
