Troy Palmer, a 22-year-old Black man from Baltimore, Maryland, was killed in a late-night double shooting in the city’s northwest. Just before 11 p.m. on Friday, April 17, 2015, police were dispatched to the 2800 block of Garrison Avenue after reports of gunfire.
