Richard Alan Maxwell, a 33-year-old officer with the California Highway Patrol, tragically lost his life on July 11, 1994, in Sacramento, CA. Officer Maxwell was attempting to make a traffic stop on a suspected stolen vehicle when the vehicle pulled into a residential driveway.
