Robert Joseph Coulter, a 39-year-old officer with the California Highway Patrol, tragically lost his life on November 2, 2003, in Sacramento, California. Officer Coulter was accidentally shot and killed while placing his department-issued shotgun in the electronic shotgun rack of his patrol car.
