William David Raff, a 31-year-old resident of Palo Alto, California, tragically lost his life on December 25, 2015, in a confrontation with police officers. Raff, who was diagnosed with schizophrenia, called 911 that night, reporting a violent emergency at his mental health home. When officers arrived at the scene, they encountered Raff armed with a kitchen knife.
