In the late hours of a Friday night in New Orleans, the life of 19-year-old Hansel Picard was tragically cut short. On September 17, 2010, in the St. Roch neighborhood, the sound of gunfire pierced the night, drawing the attention of law enforcement. When officers arrived at the 3500 block of North Derbigny Street around 11 p.m., they found the young man lying in the street. He had been shot.
