Wilmer Gonzalez Velasquez, a 23-year-old resident of San Rafael, California, tragically lost his life on May 3, 2021. The incident occurred late at night when the San Rafael Police Department received a report of a possible shooting inside a vehicle on Windward Way, south of Bellam Boulevard. Upon arrival, officers found Velasquez unconscious and unresponsive outside the vehicle, having sustained a traumatic injury.
He was pronounced dead at the scene without any resuscitative efforts being made. A forensic post-mortem examination, including toxicology testing, was scheduled to determine the exact cause and manner of his death.
The investigation quickly identified Jeffrey Osmaldo Aguirre, a 19-year-old man, as the primary suspect. Aguirre, who had recently moved back to Marin County from Conroe, Texas, was reportedly in the back seat of the vehicle when the shooting occurred. According to police reports, the driver of the vehicle heard a loud bang while driving and immediately pulled over, discovering that Velasquez had been shot. Aguirre initially asked the driver for help but then threatened him, prompting the driver to flee on foot. Aguirre subsequently fled the scene as well.
Following an extensive investigation, Aguirre was located and arrested in Richmond, California. He was charged with murder and booked into the Marin County Jail. The case proceeded through the legal system, and Aguirre eventually reached a plea agreement with the prosecution. Initially charged with murder, Aguirre pleaded guilty to voluntary manslaughter. The defense argued that the shooting was accidental, citing evidence that the men had been socializing and playing with the gun throughout the night. The plea deal allowed Aguirre to avoid a potential life sentence, and he was sentenced to 14 years in prison. The sentencing hearing was marked by emotional statements from Velasquez's family, who expressed their grief and dissatisfaction with the negotiated sentence.
