Javel Lamar Wiggins Jr., a 24-year-old from Stockton, CA, tragically lost his life on July 23, 2021, in a shooting incident in San Rafael, CA. The San Rafael Police Department received multiple 911 calls around 10:42 PM reporting gunshots near the intersection of Third Street and Lootens Place.
