Mark Downs, a 49-year-old resident of Oakland, California, was tragically shot and killed on May 12, 2021. The incident occurred around 3:46 a.m. near the intersection of East 27th Street and 26th Avenue. Downs was found on the sidewalk and pronounced dead at the scene. The case took a significant turn when Tyrone Mapp, also known by the alias Bernard Burton, was identified as a suspect. Mapp, who had a history of criminal activity, was arrested on May 26, 2021, after surveillance footage linked him to the crime. The footage showed an occupant of a vehicle shooting directly at Downs. Mapp was taken into custody at the Foothill Square Shopping Center on MacArthur Boulevard and was found in possession of illicit drugs at the time of his arrest. Although initially charged with murder, Mapp later pleaded no contest to voluntary manslaughter and a gun enhancement. This plea deal resulted in the dropping of the murder charge against him.
During the preliminary hearing in 2023, it was revealed that Mapp claimed Downs had threatened him with a knife. However, the judge overseeing the case, Thomas Nixon, noted that the video evidence showed Mapp actively pursuing Downs, contradicting Mapp's claim of self-defense. The judge upheld the charges, leading to Mapp's eventual conviction. On October 7, 2024, Mapp was transferred to state prison to serve a 15-year sentence for voluntary manslaughter.
