Shafi Qasimi, a 25-year-old man from Concord, California, was found dead on May 8, 2022, in the Oakland Hills. His death was the result of a gunshot wound to the head, and it was later determined that he had been shot on May 5, 2022. Qasimi, who was also a transient, was involved in an altercation at a homeless camp near the Willow Pass Road corridor in Concord.
The altercation escalated when Guadalupe Jose Robles, a 28-year-old transient, believed that Qasimi had used bear spray on Robles' friend and threatened to spray Robles as well. Following this confrontation, Robles and two other individuals followed Qasimi, and Robles was handed a small handgun, which he used to shoot Qasimi in the head.
After the shooting, Robles and his accomplices transported Qasimi's body in a stolen vehicle to the Grizzly Peak area in Oakland, where it was discovered by a sightseer on May 8. The body was found wrapped in clear plastic, indicating an attempt to conceal the crime. The Contra Costa County District Attorney's Office charged Robles with homicide, and he was held in lieu of $2.1 million bail at the Martinez Detention Facility. Robles was later arraigned and formally charged with the murder of Shafi Qasimi.
The investigation revealed that the motive behind the shooting was Robles' belief that Qasimi posed a threat to him and his friend. The handgun used in the crime was never recovered. In a plea deal, Robles pleaded no contest to manslaughter, resulting in the dropping of the murder charge. He was sentenced to 16 years in prison for his role in Qasimi's death. The case highlighted the dangers and violence that can occur within homeless communities and the challenges law enforcement faces in addressing such incidents.
