Charles Smith, a 42-year-old resident of Mount Vernon, NY, was tragically shot to death on April 17, 2016. The incident occurred around 6 p.m. near the intersection of Third Street and Second Avenue. Smith was riding his bicycle when he was spotted by Bobby Jackson, a 35-year-old New York City resident. Jackson began jogging after Smith and, two blocks later, opened fire.
