Roy Neal, a 27-year-old resident of Syracuse, NY, tragically passed away on November 21, 2016, following a shooting incident. On the evening of November 16, 2016, Roy Neal was shot in the head around 8:05 p.m. on the 1700 block of E. Fayette Street.
