On a summer evening in Baton Rouge, Louisiana, the life of a young man was tragically cut short in a burst of violence. James Payne, a 25-year-old African-American male, was the victim of a fatal drive-by shooting on July 20, 2016. The incident unfolded in the 1600 block of North 48th Street, where Payne was struck by gunfire and died at the scene.
