On a warm summer evening in Queens, New York, 37-year-old Dwayne Smith was riding his bicycle, just a short distance from his home in the Springfield Gardens neighborhood. It was around 11:15 p.m. on July 5, 2019, and the Jamaican-born mechanic was returning from a local store.
