Jean Dorce, a 33-year-old Black man, was outside on East 28th Street in Brooklyn on the night of September 5, 2019, in the stretch between Clarendon Road and Cortelyou Road, when the calm of the block cracked open with gunfire. It was just before 9 p.m., and the shooting unfolded fast enough to feel unreal—an approach, a flash of violence, and then a rush of panic as people nearby tried to understand what had just happened.
