In the late hours of a summer evening in Troy, New York, the festive atmosphere of a community block party was shattered by the eruption of gunfire. On August 28, 2020, Khalid Monroe, a 25-year-old male, was fatally shot at the corner of Seventh and Glen avenues. The violence that unfolded shortly before 11 p.m. also claimed the life of 26-year-old Cesar Soriano and left a third individual wounded.
