On a day that began like any other, Baltimore Police Officer William J. Martin, a 38-year-old, ten-year veteran of the force, responded to a call that would tragically be his last. It was October 10, 1989, and the report was of narcotics activity in an apartment building located in the 1500 block of Pennsylvania Avenue. A dedicated public servant and a father of two, Officer Martin arrived at the scene with two other officers, ready to address the complaint.
