On the night of October 1, 2015, in Glen Burnie, Maryland, 20-year-old Tylique Shyheem Proctor arrived at the area of Cedar Furnace Circle and Lacrosse Lane for what he believed was a prearranged meeting to sell a weapon. It was a setup that would end in his death. When Anne Arundel County Police officers responded to reports of shots fired at approximately 11:38 p.m., they discovered the young male lying on the ground with multiple gunshot wounds to his upper body.
Proctor was rushed to a local hospital, but he did not survive his injuries. The Office of the Chief Medical Examiner later confirmed his death was a homicide caused by gunshot wounds.
The investigation into Proctor's murder was a lengthy and meticulous process for the Anne Arundel County Police Homicide Unit. For over a year, detectives worked tirelessly, interviewing numerous witnesses and analyzing a significant amount of evidence. Through their investigation, they determined that the fatal shooting was not a random act of violence, but rather a targeted incident involving individuals known to Proctor. The pieces of the puzzle began to come together, pointing toward two men from Annapolis: Gibran Dominque Anderson, then 23, and Brian Deonte Brunson, then 22. Investigators learned that Brunson had arranged the meeting with Proctor under the guise of purchasing a weapon.
Witness interviews revealed a chilling sequence of events from that fatal night. When Proctor got out of his vehicle and walked toward the SUV occupied by the two men, ten shots were fired from inside the vehicle, with four striking him. Witnesses identified Gibran Anderson as the shooter, with Brian Brunson present during the commission of the crime. Further investigation, including analysis of cell phone records and the discovery of gunshot residue inside a rental SUV linked to an associate of Anderson, placed both men at the scene. This evidence, compiled with witness statements, led to the issuance of arrest warrants in February 2017. Gibran Anderson was taken into custody by Annapolis Police, who also recovered a 9mm handgun at the time of his arrest. Brian Brunson was already incarcerated on unrelated drug charges. Both men were charged with a host of crimes, including first and second-degree murder.
In August 2018, following a six-day trial, an Anne Arundel County Circuit Court jury convicted Gibran Dominique Anderson of conspiracy to commit first-degree murder. He was subsequently sentenced to life in prison. Brian Deonte Brunson's legal journey took a different path. After his first trial ended with a hung jury, he chose to enter an Alford plea to conspiracy to commit first-degree felony murder. This plea allowed him to maintain his innocence while acknowledging that the prosecution had enough evidence for a likely conviction. A judge sentenced Brunson to 35 years in prison, with all but 20 years suspended, to be followed by five years of supervised probation upon his release.
