On a Sunday morning in the Belair-Edison community of Baltimore, 32-year-old Randall Finney, Jr. arrived on Balfern Avenue to check on his son. It was September 30, 2018, and earlier that day, an argument between his child's mother and a man named Steven Bowman had prompted a police visit. Concern for his son led Finney to the home around 11:35 a.m., a decision that would tragically end his life.
As Finney arrived, so did Steven Bowman.
Bowman exited his vehicle and, without warning, began shooting at Finney. In a horrifying escalation, Steven's brother, Eric Bowman, who lived just a few houses away, emerged from his home and also opened fire on Finney. The brothers unleashed a hail of bullets, striking Finney in the head, neck, back, and leg. After the brutal assault, both Steven and Eric Bowman fled the scene in Steven's vehicle, leaving Finney lying in front of the home. When police responded to the reported shooting, they discovered Finney's body and found eight. 40 caliber shell casings at the scene. A medical examiner would later determine that the multiple gunshot wounds were collectively fatal, with one shot to the head having been fired at close range.
The investigation into Randall Finney's murder led authorities to identify Steven and Eric Bowman as the perpetrators. They were subsequently arrested and faced a slew of charges, including first-degree murder and firearm offenses. The case proceeded to a joint trial in September 2019. In November 2019, the brothers were sentenced for their crimes. Steven Bowman received a sentence of life plus 25 years, while his brother, Eric Bowman, was sentenced to life plus 30 years in prison.
