Kelvin Carter, a 33-year-old resident of Southeast D.C., was tragically shot and killed on October 21, 2019, in District Heights, Maryland. The incident occurred around 7 p.m. in the 5000 block of Silver Hill Court. Responding to reports of gunfire, Prince George's County Police found Carter with multiple gunshot wounds.
