In the late hours of a March night in Rosedale, Maryland, the life of 13-year-old Richard 'Rickie' Thomas Forehand III was tragically cut short. On March 8, 2020, Rickie, a male student at Vanguard Collegiate Middle School, was with a group of other young people in the parking lot of the Kenwood Shopping Center. Shortly before midnight, as a number of teenagers were leaving the Triple Threat Elite Dance Studio, a vehicle drove through the parking lot and shots were fired into the crowd.
