Grace Elaine Jackson, a 40-year-old Black or African American female, was a dedicated MTA bus driver in Baltimore, Maryland, a mother of four, and known by colleagues as a warm and caring individual. Her life was tragically cut short in a violent act of domestic violence on October 18, 2022. On that Tuesday evening, as she arrived for her shift at the MTA bus depot on Washington Boulevard, she was confronted by 53-year-old Leon D. Hill.
An argument ensued, which escalated to Hill shooting Jackson multiple times before brutally stomping on her head. She was rushed to the University of Maryland's Shock Trauma Center, where she succumbed to her injuries.
The investigation into Jackson's murder quickly revealed a history of harassment and fear. Just four days prior to the fatal shooting, Jackson had sought and obtained a temporary peace order against Hill, citing that he was harassing and stalking both her and her husband. In her application for the order, she recounted how Hill, a former friend with whom she had reconnected, had become threatening, allegedly telling her, 'if he can't have me, no one will.' This chilling statement foreshadowed the tragedy that would unfold. Hill, who was also an MTA employee, fled after the shooting, sparking a multi-state manhunt.
The search for Leon Hill concluded in January 2023 when he was apprehended in Atlanta, Georgia, and extradited back to Baltimore to face justice. He was charged with first-degree murder and gun violations. In September 2023, on the day his trial was set to begin, Hill chose to plead guilty to first-degree murder. This plea was part of a deal that recommended a sentence of life in prison with all but 50 years suspended. During the sentencing in May 2024, the courtroom was filled with loved ones of both Jackson and Hill. Jackson's family delivered emotional victim impact statements, with her daughter expressing the profound loss of her support system. The judge, acknowledging the senselessness of the crime, ultimately sentenced Hill to life in prison, suspending all but 40 years.
