In Columbia, South Carolina, a life was cut tragically short on a Monday afternoon in the spring of 2017. Westley Bell, a 17-year-old male, was fatally wounded by a gunshot to his upper body on March 13th. The incident occurred on Joe Frazier Court, where responding deputies from the Richland County Sheriff's Department discovered the young man lying on the ground.
