Phabion Harshaw, a 29-year-old resident of Evanston, was tragically shot and killed in St. Louis, Missouri, on January 14, 2017. Harshaw had been called to the residence of a female friend who was experiencing domestic abuse from her boyfriend, Jordan Stuckey. According to reports, the woman had contacted Harshaw for help after Stuckey became abusive.
